The legion was dumb AF in FNV and they protrayed them precisely in the show. They were always a bunch of dorks cosplaying in the desert.

Thinking about this scene after having watched Andor is interesting. Considering what characters like Andor, Luthen Rael, Saw Gerrera etc thought about the "innocent" Death Star servicemen would only lead to the answer of "Fuck em". I agree with you on the incongruence, but by the time they were casually waxing soldiers the last thing I wanted was additional moral pontification scenes from these dorks.

If it makes you feel better, improvements to underlying tech will make your existing factories obsolete and motivate you to redo them. Even near the end of my Space Exploration journey I was infrequently finding new ways to do things that would slightly improve many of my previous factories...

My next builder game I want to play is Song of Syx, but I also haven't played Dyson Sphere Program in a long time. I'd recommend giving that a deeper try at least until you build your first Dyson Sphere, which is where the whole experience really clicks.
