They could definitely add a smart-loot rolled weapon selection from something like a quest Ritual. An all-phys rolls or all elemental or all fire type roll would help a lot for most people around the act 2/3ish area.

Minion scaling is all about gem level for the most part, so you don't see a huge influx of damage until you start stacking major +skills. Minions are generally slow and steady through campaign and don't really ramp until you've got a few of them 6 linked with a good +7 or so levels.
