You can delevel without a necro with that perk, but it's such a pain, get to 0.00% xp, get a shroud, die, go back and remove shroud and you'll be 99% or so in the previous level. You can, but it's a total pain for more than one level or so. Basically need to get to 0% xp, get a shroud, die, then de-shroud and you're at 99.99% of the previous level. Then you repeat for how many levels you want. Annoying as shit tbh!
