I've never run a serious emu server, but it's not that unreasonable. Probably want a pretty beefy main server on SSD plus a separate DB server, windows costs extra, plus egress bandwidth, that budget will get you something mid-range but not amazing on AWS/Rackspace/Linode/etc...
