Hmm i feel like even the 13900k and beyond intel boards had it enabled default no? Its been a while since i have even needed to go into bios beyond simple things like xmp/XPO.

The last 3 mobos i used all had it enabled by default so its likely already on.

Yeah Elgato capture card should be what you need. I've never thought to capture from a console but thats what i believe they use.
