It's a skirt.
Kilt is a lot more material, lot more pleats, will go from your belly button to just above your knee cap. Usually 6-8 yards (5.4-7.3m) of material, deep pleats, a lot heavier. I wear mine lower down, off the hip but only because I'm almost always wearing it for hen parties. And if she is wearing anything underneath it, it is definitely a skirt
