Historical redlining doesn't mean shit today because anybody can get into a car and move anywhere. You know why blacks don't move out of the shitty areas? Because they can't afford to. So it has mostly to do with wealth, and less to do with race. Lots of blacks are moving out to Antelope Valley, which isn't on your map, but it's out in the fucking high desert. Better air quality than downtown LA I would imagine. But Antelope Valley is a shithole also, moreso because of all the section 8 housing out there.

[EDIT] Also, next time choose a picture that isn't antiquated and from a city you actually live in. I live in Los Angeles. That map has to be 30 years old. Those "high density" crime areas of Venice Beach and Santa Monica? Those are some of the most expensive areas to live in. Santa Monica was gentrified 20 years ago, Venice has started more recently. If anything, it disproves what you are saying. What is true is that environmental disasters affect poor people more. It doesn't matter what race they are. Poor areas have poorer infrastructure and get hit harder.
