You should check out southern Toxx (past the river) after the revamp the mobs across the river are quite plentiful in the 7-10 range. The issue is that finding a group out there is extremely unlikely.

IIRC we had to do all the fibblebraps on the hardest difficulty in order to unlock the mask piece difficulty missions. I believe it was the only series to have this odd behavior and I remember having to do the dumb escort in Ruins of Illsalin twice because of it.
