Easiest way to max Preston is just to good guy up and run the missions he/minutemen send you on. Anytime you accept/complete a mission you get a nice bumb if you say the obvious thing.

Pistols-only being completely unfeasible in a large number of scenarios doesn't make you a failure. It just means you came closer realizing the truth of Combat Shotty/Rifle divinity.

Progressing the main/other faction quests or simply leveling seems to help increase it's selection pool, but then it's the same. I definitely felt your pain. Although it makes power leveling easier when you already have all the keys/passwords to a place!
