I wouldn't count on extensive dev work. I imagine something like everyone counts as 10 levels higher for spells etc and maybe 20 levels higher when zoning. Remove recommended and required level tags. Done.

In a velious+ start I would STRONGLY recommend at least one necro and/or druid in any serious powerleveling comp. The only drawback in classic is the lack of access to animals in almost any decent level spots and the lack of undead anywhere good 43+. That isn't the case with additional content...
