I'd be fine with that, just scale it so if it goes through a barrier it does like 50% of the normal damage from 'impact reduction' or some shit. (this would make him really fucking bad though tbh) Even if it was full damage, it wouldn't be as bad as the issue with scatter shot. 1 arrow headshot...
