That's not expressly true, but it's pretty close now. If you're only goal is to get more cards then packs are more efficient unless you're going at least like 4 wins or more in arena. While 4 wins isn't a lot, it might be tough for someone just starting out.

Hurricane is bad and they should feel bad for building it. Morgana has the longest CC left after the Fiddle/Rammus nerfs with her root at 3 seconds (outside oddball shit like Ashe arrow and Zilean super snare).

Pixels seem to be the only limiting resource now, as my starter planet was abundant with gold/plat/diamonds and such. Once you have the refinery though it seems like smooth sailing.
