I've found hitting ctrl + any other key while moving is not as easy and leads to wrist/hand fatigue quickly. Same for shift/ctrl + numbers. Might have been the reason I went with esdf and limited shift usage with letter keys.

IP is off the GCD. It has its own cooldown unaffected by haste, but does not induce a GCD itself.

How does IP usage affect devastate usage?

Overblown at this point. 15% more damage taken is counterbalanced by the self healing on Bloodthirst and Frenzied Regeneration as well as having 15% more HP. Plate armor helps in a few fights too. Arms isn't noticeably better in terms of dps. Marginally, sure. But fuck focus rage.
