The diminishing returns is extremely slight.

Mastery doesn't work the same way because you have to go off the number and not the percentage since the percentage conversion works differently for every class and the base is different for every class.

My point is, at that gear level, that threshold is not even remotely being reached.

Those diminishing returns don't kick in until you have over 30% in a given stat, and don't even become noticeable until over 60%.
