You just need to to talk to Ranni in the NW at Ranni rise, and then Bliadd will show up as an illusion, talk to Seluvis and then you can then start the festival stuff. Might have to go through Siofra river stuff as well. I actually only every talked to Bliadd in Rannis rise my first play through...

No idea but like 1 in 5 drop a rune arc. There is a talisman you can get that increases discovery, with a pickle I can get it up to like out of 4 out of 5 kills drop rune arcs.
