Incorrect. Almost all skills will alternate between 1H weapons if DWing. Or, will use what was swung last if it's a "channeling" skills like whirlwind. Only a few skills will use MH only. Run like the wind, bells, cyclone strike are examples of those.

Lightning spirit gens all suck. Since they fixed that physical damage "bug", I'm just going to stick to proc weapons and hope FoF's superior dps and proc(hit) coefficient makes up for the lack of physical% items I won't be wearing.

I think you underestimate that balancing part. If you watched early RoS beta, there were some hilariously broken legendaries. Solanium, for example, used to have 10x the proc chance. Whole screens just filled with health globes.
