This. Bag ilevel 368 was the correct cut off for me as well. I had 367.8 bag ilevel when I logged on and the the emissary was 355. I got a piece of gear and it bumped me over 368 (bag), and the emissary became 370.

Correct, you need Xalted 7th Legion to unlock Dark Iron Dwarves. Just like you need Xalted with Honorbound to unlock WoD Orcs.

I thought Bliz changed the way M+ was reported and it allowed RaiderIO can see all keys done now, not just the old top 100 (or whatever), per server. I dont PuG shit, so I haven't been following it that closely.

XP gem was not BoP on beta, and nether the XP or runspeed is showing BoP on live. Alchemy still gets 2 hour flasks, but other than that, none of the other trade skills will matter in raid.
