Those special activated tactics are time limited, so not the same as the "Provide Backup" and "Keep Party Alive" ones, etc... So after 15 seconds or so when "go all out" expires it will revert back to whatever you have set within the tactics menu. The setting in the tactics menu persists...

I've had about the same luck as well. Three evolved, but at least I got one skill up, out of about 10 MSKs. I've been doing only Adepts since I can do it in 3 minutes without paying attention, it is the same stamina and rounds, with the only difference being the three instead of two at the end...

There are PAL events like the rare egg event that increases the chances of certain things, or so we've read. Probably isn't actually worth it, but oh well.
