My guess is the odds of him scoring negative 2 are probably very similar to the probability of a scoring adjustment losing you 2 points or increasing your opponent's score by 2!

Jolteon is pretty bad. In fact all the Electric Pokemons are bad. You want Grass pokemons if you specifically want to target against Vapereon and water pokemons in general. Eevee's best evolve is Vapereon, it's one of the best pokemons in general and certainly fantastic for how common they are.
