Yup I'm using exclusively Tech weapons as well. And with Tech at 7 already, I used crafting to pump my Eddies count pretty high (over 100k before meeting Stout for the first time) So all I need now is more Street Cred to buy whatever I find.

Given this is my first playthrough I can't speak to any nerfs, but I know those buffs have been very useful. Also a few of the Ninjitsu perks help as well with stealth.

This is not true. I am using Tech abilities and Tech weapons, and the charge up still lets you headshot people through walls. You just can't shoot through MULTIPLE walls. You have to know where your target is and make sure he's only 1 room away.
