They dumpstered bard swarm kiting a few years ago. Bards were just killing entire zones by themselves and the hammer came down. In their current state if a monster is moving they don't take damage from bard dots. Even their first dot at level 2 works that way.

If you are talking AE Swarm kiting, no it's dead.
You should be able to do the Charm Swarm kiting no problem from lvl 27 up to lvl 63. All you need are social, non casting, KoS mobs. Goblin Gazuhi Ring is a huge help.
