I guess it depends on your definition of "Any good at all." If you mean compete on a master level, then yeah, if you mean whoop old men in the park, you really don't need that much.

My Dad taught me to play chess before I knew how to read, I was 4 or 5. Took until I was about 14 to beat him, and that was the last time we played.
