well exp penalties are gone on live servers now...if you're looking for a more classic eq experience P99 is def your best bet, even though it's in Velious (which is as far as it's ever going) it's very comperable to EQ as it was.

these things are usually pretty full in general, you shouldn't have any trouble getting groups whenever, may even get grouped with some ubertwinks if you're far enough behind!
