The dude kind of had a point, but then he just insta tilted off the face of the earth. I've always thought that people on this board way overestimate the effect that pvp has on pve and wayyyyyyyy underestimate how hard competitive pvp has gotten.

Lasers stack also. There's a LOT of hidden information about stacking with traits (and don't get me started on the hidden pvp effectiveness that changes bi-weekly), but generally damage stacks and CDR, resource gen, etc. do not. Check bloodmallet for better info.

Tank damage scaling was changed to STR only, and they are now locked to VIT accessories... except that this change wasn't retroactive. If you play a tank it's worth having the i270 str accessories.
