Nah not entirely true, you'll eventually be able to have a guaranteed dodge against one of the cc's. You can CC someone for several seconds but it's definitely impossible to perma cc someone.

They're doing that with expedition bosses. They will now drop a material that can be used while crafting to guarantee a stat + perk making it MUCH easier to craft items you want and good items overall. One of the few good changes they're making.
