Servers will certainly vary, greatly. There are absolutely servers that don't lag though...I personally have had great success with servers that use NFO as their host. Running vehicles and everything just fine.

For the others asking about the mouse issues, I am hearing it has something to do with raw or direct input. If the game doesn't use it I believe that it fucks with the mouse and causes it to lag as MS fucked with the DPI framework to try and improve multi monitor use.

I agree with the format needing some work. If for nothing else but the meta can be so different between regions that until you actually play against it, it can be hard to game plan it. You can watch all the video you want but until you experience it, you really don't get a good feel for it.
