Has anyone had any luck getting mouse look to work properly here? I've limited FPS on EQW to both 60 and 59 and still having the issue where horizontal movement is way too slow.

It actually makes for kinda a neat take on progression too. It's not just the same old progression server we've all played on. I still can't 3 box though. That switcher program just gives me an error message when I run it. Can 2box np though.

In addition to what others have said (get the Skylake 6600k/DDR4 RAM), your PSU is overkill for what you're running. A single 970 GTX only requires a 500watt PSU. You can go up to 550/600 if you want to give yourself some overhead.
