Tutorial is mostly over by the end of the first island. At the end of the second island it's pretty much gone but you will still find story-related gates until you beat the story. Also yeah, there's no 3D in this game.

I don't think a lack of Agility in DS2 makes the game feel "sluggish," it just reduces your iFrames so roll dodging has to be tighter.

Most classes have a GCD just under 2.5 seconds at level cap, some classes have GCDs much closer to 2s. When you weave OGCDs in between your GCDs, combat feels much faster. You're going to have to give a better definition of "primitive skills."
