The game is semi-gated with regard to loot. So from levels 1-10 it's green stuff, 11-20 it's blues, 21-30 purples, then you hit level 30 and get majority yellows, with the occasional "rare" drop outside of it's level tier.

Thanks for the heads up. That's a shame, pulse was one of my favorite skills in Div 1, almost essential for DZ, and was definitely a skill at least one person in each group should've had. Hopefully they fix it to make it useful again.
