I try to avoid jumping to conclusions and assuming how I think something should function is how it was actually designed and coded to function. Do you spam your ability keys like Vitality and Tuco? If so we can establish some common behavior with players who are having the problem.

This may explain why I am not having a major problem with weapon swap delay like you are. I am so used to playing games with global cooldowns that I don't spam ability buttons. I press a key, wait for the ability to fire and animation to complete and then I press another key.
