No to screwing yourself over. The leveling curve for the veteran ranks are designed upon the assumption that you are primarily doing PVE questing in the other two factions zones. Doing one factions PVE quests should get you to VR5 and doing the other faction should get you to VR10.

It's by design. Packs of trash mobs are supposed to split up and attack everyone in the party. There are no AOE taunts either so once they are on you, you either CC them or kill them. I like it better than EZ tanking in WoW and other MMOs. Makes the dungeons more challenging.

Some players just want to get to level cap ASAP. I personally like how the PVE quests were designed in this game so I'm taking my time and doing all of them. Still only level 22 but if I want to PVP, I get bolstered up in level to comparable power of those who are grinding.

Until ZOS redesigns how the stat soft caps function, the best way to allocate your skill points is to put all 49 in health, especially if you want to play a tank. I assume once things settle down after launch redesigning the soft caps is one of the first things on their list.
