It's very easy. You pay a couple hundred gold and 100-300 garrison resources at the architect table to replace a building with another one. If you haven't used the new building before, you'll generally have a few set-up quests to do, but they're generally rather short.

You have 18 days to get bloods, with alts on the barn (and gathering professions giving you Primals that can be turned in for more blood) that's more than enough to make 215 Work Orders you'll need to get the achievement and 90 blood. You need to do about 12 Work Orders a day at that pace...
