That link is accurate to how the system works as of the beta. One thing I didn't see mentioned though: in the Mystic's UI you can see a break down of every possible affix and the ranges it can roll. You have full information of what you could possible get in that slot.

In order to use the mystic to reroll an ability on a legendary you need to have a Forgotten Soul (acquired from DE'ing a Legendary and as a rare drop from Adventure Mode rift.) So even a non-perfect legendary has value/use.

You can only reroll one slot. Once you reroll that slot, you are locked into that slot only.

Barb was more fun at 70. The beta build I used was Boulder Toss along with Avalanche - Tectonic Rift (3 charges of Avalanche) and Earthen Might passive (Gain 30 Fury when activating Avalanche/Earthquake. The Three Hundredth Spear legendary amps it even further.

I'm ranking up as Hunter. I like the dynamic of having to decide to run my haste creatures into your face until I draw Timber Wolf + UTHORdo I run my creatures into your face until I draw UTH + Leeroy. Every game you win you feel like you stole it.
