They make legacy items when they have to change the number rolls on items since they can't easily just adjust those. Unique properties/mechanics like on the crown is just a reference so it's a one-stop deal.

I'd say it's more locked behind a purchase, getting the cards are very easy once you open the wings. Progression is probably overstating the content a bit.

You're probably right on that. Odds are the first implementation of all of them will fuck over melee to a much higher degree like always.

I don't think there will be much of a difference for melee unless I missed some changes. Vaal Pact got hammered, but it was probably a bit too strong.
