They are. I killed the 2 100% goblins in Halls of Agony 2 for about a hour, hour and a half and I got 1 portal.

You can't get goblin portals in Rifts. Have to be done in adventure mode bounties

For those who don't know, Halls of Agony 2 atm has 100% chance at 2 goblins spawning.
