Hate to tell you. Storm Earth and Fire is a bugged ability. Even with bracers Serenity outpaces SEF + legendary. Hard to nail down Serenity usage though. It takes a lot of preplanning your abilities. I am talking 30secs in advance and to really know your boss fights. Really this 7.1.5 still...

Got a ring in the box last night for finishing an Emissary quest line. 70% movement speed and 15% haste when you apply a lost of control effect. Not that great on a WW monk with haste being a lower priority. Good pvp ring maybe with the speed boost.
