Shae being Varys' minion from the beginning only works if Bronn was also Varys' minion as well, to plant her on Tyrion. I guess Bronn could have followed Stark or Tyrion to the inn, or been there knowing Tyrion would show, the inn being on the way.

So Varys sent Bronn to protect Tyrion and try to avoid her bring killed by Starks to prevent hostilities from going out of control. Then have Bronn introduce Shae to Tyrion to try to nudge Tyrion towards Pentos to... help the Targs? Sure, Varys wants to help the Targs, but I don't think Tyrion...
