If you are talking AE Swarm kiting, no it's dead. You should be able to do the Charm Swarm kiting no problem from lvl 27 up to lvl 63. All you need are social, non casting, KoS mobs. Goblin Gazuhi Ring is a huge help.

This is according to Allakhazam. I'm not 100% on this. 255 is the cap for all stats until you reach level 60. From there, the caps increase by 5 per level: 61 - 260 62 - 265 63 - 270 64 - 275 65 - 280
