No, but I never used Hangouts for VOIP. It is just Google's answer to FaceTime really, which Hangouts was terrible for.

Google released Duo yesterday, and it appears to work great. Used it with my brother in law yesterday, and the quality was perfect. Huge improvement from Hangouts.
