It's set in 1962, actually. XCOM games are set all over the place. The first one was set in 1998. Subsequent ones have been set in the 2040s, 2060s, and back to 1999. The most recent XCOM game was set "in the near future" relative to now.

PS+ has definitely paid for itself many times over for me as well. Another good thing is that for the PS4 they've confirmed that if the main account on the machine has PS+ then everyone else on it can play multiplayer for free. No extra individual PS+ accounts or family accounts required.
