Pretty sure its going to be like d2 now, you'll want some legendaries for the unique affixes because they can make a build, but lottery rolled rares will be best in slot.

Hardcore hasn't been scary since they introduced monster power. I only started playing hardcore because the sc ah was wrekt. The only reason I could see playing hc now is to have paragon lvls when ladders are introduced. If you even keep your paragon progress in new ladder seasons, who knows.
