I think outright disqualification is appropriate. Make an example of him and let the tournament community know that cheating will not be tolerated. The board state is 100% irrelevant in my opinion.

Some of the DLC, particularly in ME2, is pretty much essential to fully understand the story (like the Shadow Broker DLC and the Reaper prelude one). With that being said, having the full trilogy on my PS4 is a pretty tempting proposition.

Correct. Warlock Rush and Zoo are completely different decks and playstyles. The core 20 cards are the same between the two decks (typically) but those last 10 or so will completely alter how the deck is played and what the win conditions are.
