That whole episode was shite and the show as a whole is heading that way.

I think its Jimmy passing the buck to Howard. In his mind it wasnt what he did that caused his brother to kill himself but that Howard tossed him out. Hes justifying it in his mind as it not being his fault, freeing him of the burden of guilt, which makes him cheer up at the end.
