I agree that it won't eclipse all russian players that refuse to speak english from games, but its an extra deterrent and clicking english is making a statement that you are willing to speak english so it might force some weaker willed players to speak english in fear of potential repercussions...

Cyborgmatt posted this picture on this update blog post so it doesn't look like it will help against portuguese speakers. I, however, am very happy about the russian language selector, not so much that I have a problem with russians on my team, as they don't tend to be worse than everyone...
