Yes, but even the FEs have boost clocks. I'd rather it just maintain the 1740mhz or whatever and have more consistent frametimes. The boost clocks seem to add points for synthetic benchmarks while not really making games perform consistently better in the real world.

Actually if you leave the Intel CPUs at the specified boost behavior they do not get that hot. It is the all-core boost enhancement that many motherboard manufacturers put on by default in UEFI that causes most/all the strange power and heat behavior.
