That's actually not correct. The tooltip is simply badly translated, it does what it's supposed to do, which is reset blink cooldown. It would be beyond awful if it reseted Recall cooldown.

I don't think it's a limit, just sometimes pet AI kinda breaks and they don't attack, been that way for a long time. Even when I was leveling my WD it would happen at like low level when all I had were 3dogs, one of the dogs would not attack for whatever fucked up reason.
