Honestly it does nto take long to progress to tier 4. Do the invaded missions then do a few control points if youre still a bit shy of the 275 or whatever it is. Then do the stronghold and it automatically enters you into tier 2. Where you do the same shit, do another stronghold, then tier3, etc..

I think the first settlement has like 4 main missions you need to run to unlock everyone. Not sure which one opens up who. Just run all 4 and you will be good to go.

The only thing I noticed about the "difficulty" was you needed to stack more resists. from what I remember. Gear and other shit made sure your dmg scaled as well.
