You only notice the latency when doing PvP. I'm usually around 170ms but if I would pvp with someone with 10ms I can notice it. PvE you won't even notice that it. It's literally nonexistent.

The main storyline can take you to 50. Also get the English patch. It's not a perfect translation still missing alot but it makes one hell of a difference.
