Many tall bosses can and will hit over your shield. I do think this game's hitboxes are so detailed that yes, a tower shield should help you with this. But depending on the physical trajectory of the hit, they still might hit over it.

I did notice the scaling slightly increasing as it progressed, but my first point (11th, wretch) was still 21-22 HP. Never lower than that.

I do appreciate that at least there's a difference between their suped up magic shot and normal shots. The normal shots you can dodge like anyone else's. It's the magic arrows that are apparently too fast-moving to dodge reliably.

Yeah, in any game with iframe moves (the dodge roll makes you literally invulnerable for x frames), it's best to align your thinking around that invulnerability.
