The way they're describing it, it's for PvP, not PvE. It's basically a disable that also forces movement towards the taunter, though you take a bit of autoattack dmg in the process. I guess it'll have use for PvE too to make sure of who's getting it to maximize defensive cooldowns and such.

Technically you can, if you have completed the step/are on the same step on that other class. For example I can farm alex with my SCH who has Zodiac for another class now. Best is to find a group though if you're not a good FATE class, or just in general. Alex is still kinda a lot better now...
